A Little Background History of Pedigree


It may do us good, to investigate a little more closely one of the participants, in league with the others, sponsoring the rewilding publication.

The participant in question is the, “Royal Society of Wildlife Trusts (UK)”, whose name is included, among others, at the bottom of the publications pages (acting as its back-cover), to which, together with the other participants, they so lavishly helped to facilitate its sponsorship, in drawing attention to the ambitions of Agenda 21’s Depopulating Programme of Rewilding Europe.

It is not here proposed that an in-depth analysis of this organizations philanthropic pursuits are examined, which unquestionably have done much good, but what is proposed, is to be made aware of the background connections behind these organizations, and their far reaching interests in influencing much of human progress, or as the individual is free to determine for themselves, their far reaching influence in deceivingly stifling human progress.

The case to be presented, is one of providing a sequence of openly available information in the form of website links, that admittedly show that ‘the owners’ behind various philanthropic organizations as ‘their founders’ to them, and not forgetting that that which is ‘founded’ by you is clearly owned by you, surely have strong ties to the contribution of Agenda 21’s ambitions of, ‘harmonising humanities numbers to the earth’s ability of providing sustenance for sustainability to be viable’.

He was concerned about the loss of wildlife habitats, and in 1912 set up the Society for the Promotion of Nature Reserves, the forerunner of The Wildlife Trusts partnership. In 1915 the Society produced a schedule of the best wildlife sites in the country, some of which were purchased as nature reserves.

Marriage –

In 1907 Charles Rothschild married Rozsika Edle von Wertheimstein (1870 – 30 June 1940), a Hungarian baroness and descendent of…one of the wealthiest families in Europe and had made their fortune over a century before the Rothschilds.

Use of the Glass Prism of Doublespeak to De-mystify Meaning

It becomes clear what the Self-Ennobling Ones agenda really is, for which they have worked diligently towards over a great deal of time, and how in the use of understanding “doublespeak”, they convey that agenda to each other worldwide, as well as to their mis-guided minions.

With a serious appreciation of “doublespeak”, we can come to see it in use for ourselves with negative events around the world demonstrably at odds with official explanations for them, given as one of a ‘rosy outlook’ for the future, when quite obviously the real situation on the ground points to ‘a planned grim outlook’ for the future.

The information to follow then must be interpreted through the light prism of “doublespeak”, through which wording is shone to separate its material for the purpose of seeing true meaning conveyed. That is to say, the opposite of what is presented.

This will no doubt mean, perhaps that given all the accompanying evidence, what is seen before us is not ‘crisis management’ to avert disaster and to ensure continuity for a ‘rosy outlook’ into the future, but through the prisim of doublespeak, what is seen before us are the Self-Ennobling Ones as gods at play, with their preplanned “games” devised for ‘managed controlled rehearsals’ to ensure discontinuity and great suffering through their devices and mechanisms of control.

TIND Comment.-

UNESCO’s strategic deceptive foil of cover as camouflage, in the use of its development of “collectivist” terms for a “Declaration on Human Rights”, won them the approval of their competing proposals for the Self-Ennobling Ones to accept, as the best means of providing for an excuse to convince the victims of designed eugenicist wars, to relegate their ‘freedoms of independence’ to closer cooperation, or corporation, by compelling acquiescence of the general populace to such terms, out of “fear” of a repeat performance of world war, in it being said, that closer cooperation would quell the brutal urges of man.

They, the general populace at large, having no inkling whatsoever, that their compulsion to accept these copywritten terms had been by design, would also have no inkling, that UNESCO’s proposals had the further advantage of completely blinding them into not coming to an understanding that what was copywritten by them in turn, through the Self-Ennobling One’s instruments of deception, (without qualification under registration of ‘noncommital-to-contract’ to copywritten-countries, but merely to record), would effectively provide the means for the Self-Ennobling Ones agencies to ‘collectively’ interfere in the ownership of their intellectual property.

Interfere as superior authorities to a now admitted subordinate position of a registrant, and that through copyright registration ‘without qualificaiton’, it was an admission that registrants were mentally incapable of maintaining their own affairs, in the same way a child lacked the mental capacity to provide for themselves, by demonstrably not understanding the requirements of speaking-up in their own self-interests, as an adult would understand to do, given their circumstances in the world as being functionally independent, and with the recognition that that independence brings, of having the cognition to voice that independence in line with their self-interests and circumstances.

Failure to speak-up, would no doubt reflect on their mental capacities as being immature and in need of assistance by rightly remaining in the charge of an adult parental figure providing for stewardship, to guide and decide what would be in their best interests. Such arrangements, of course, could find their victims intellectual rights the subject of ‘profitable confiscation’ by any number of ‘seemingly’ legitimate means.

The reader to the preceding may remain unperturbed, since as it ought to be well known, any formal relationships entered into, calls for honesty in the interests of fairness for obvious, fair and full disclosure to be provided – for the very reason that genuine ‘fairness’ can only be the basis of authenticity and therefore legitamcy – otherwise, whatsoever arrangements were entered into without full disclosure made known as to the true nature of the operations of the parties to a relationship, would justly render those arrangements ‘null and void’. And that being the case, without having even to speak of ‘the requirements of justice’.

“Prior to the Brussels conference, UNESCO had already noted how copyright was a “barrier” to the “free flow of culture among all the peoples of the world”. In the next few years, UNESCO instigated a number of copyright initiatives culminating in 1952 with The Universal Copyright Convention(UCC).

In sum, the UCC offered an international multilateral convention with lower levels of protection than Berne, thus providing a vehicle for the US to come into the fold of multilateral international copyright agreements. Several specificities in national legislation kept the US outside Berne until 1989; these were primarily the compulsory registration of copyright and the controversial manufacturing requirement, which afforded English-language books copyright protection in the US only if manufacturedon American soil. As a compromise between the formal registration required by US law and the no formalities-Berne framework, the UCC introduced the use of a © symbol, making it possible for the US and other countries to sign the UCC without having to change their national legislation.”

After a series of bilateral agreements the main European book trading countries enacted in cooperation with culturally aware publishers and authors a multilateral agreement, the Berne Convention, in 1886. Although the American states passed the first Inter-American copyright agreement at the same time, the Convention of Montevideo in 1889, it was the Berne Convention, which proofed to be a reliable political instrument in the course of the twentieth century pointing the way ahead when intellectual property rights were institutionalized on a global scale first with the World Intellectual Property Organization (WIPO) in 1967 followed by the World Trade Organization (WTO) in 1994.

It must be understood, that the head of a household may determine that he will enter into agreement with the head of another household, and where such agreements are struck, the parties to them are obligated to prioritize their households activities to ensure that the obligations to the agreements they entered into are fulfilled.

This is in line with the everyday occurence of any adult having to adjust their priorites in their life to ensure that agreements they enter into with other parties are kept. Of course this will mean they set aside the rules under which they normally operate their households for their own convenience, to prioritize the fulfilment of obligations they willingly decided to make as adults with other parties. In similar manner, the heads of countries as country-households (government), set aside the rules (constitutions) under which they normally operate their country-households, to prioritize the fulfilment of obligations they willingly decided to enter into with other country-households or institutions. That is why treaties, conventions, agreements etc., take priority over constitutions, all of which are categorized as contracts, for the mere fact that they are all formal binding ‘agreements’ – meaning contracts.

The European Landscape Convention indeed states that “The Parties shall encourage transfrontier co-operation on local and regional level and, wherever necessary, prepare and implement joint landscape programmes” (Article 9 – Transfrontier landscapes). The Recommendation CM/Rec(2008)3 of the Committee of Ministers to member states on the guidelines for the implementation of the European Landscape Convention considers that “Transfrontier co-operation may result in joint landscape protection, management and planning programmes and take the form of instruments and measures agreed between the authorities (different administrative levels and general and sectoral competences) and relevant stakeholders on both sides of the border”. It notes that“Transfrontier co-operation is possible not only between neighbouring states but also between neighbouring regions and communities in the same state which have different landscape policies, on the basis either of territorial contiguity or common features”.

We have been updating the Russian Federation’s Marine Doctrine. This very complex document’s main aim is to provide our country with an integral, consistent and effective naval policy that will protect Russia’s interests.

The Doctrine has been drafted and approved. This is a big event for our future navy, and for developing our shipbuilding industry, because the main customer – the navy in this case, and the Defence Ministry – formulate their future needs, and the industry must carry out these tasks. Industry adapts to new tasks depending on the needs formulated.

Let me note that for the first time, the Doctrine also includes provisions of a purely social nature. They cover marine medicine, and provisions for improving the health of sailors and the specialists working in the marine field. This is very important. People need to know that from now on, our strategic documents for developing our country’s fleet and navy will address the social aspect too, and will give people what they expect from their service, as they carry out the tasks that face our country today in this very complex and important area.

Let’s now discuss in more detail the Doctrine’s key provisions. Mr Rogozin, you have the floor.

Mr President,

This new draft of the Russian Federation Marine Doctrine is a fundamental document of key importance, setting out our country’s naval policy. In other words, it is one of our country’s strategic planning documents.

The Russian Government’s Marine Board undertook the document’s drafting, with the navy playing the leading role in this work. In all, 15 federal executive agencies and organisations took part in drafting the new Doctrine.

We proposed making changes to the Marine Doctrine adopted back in 2001 for the period through to 2020 for two reasons: above all, the changing international situation; and, of course, strengthening Russia’s position as a sea power.

The Marine Doctrine covers four functional areas and six regional areas. The four functional areas are naval activity, marine transport, marine science, and mineral resources development. The six regional areas are the Atlantic, Arctic, Pacific, Caspian, and Indian Ocean, and we have added Antarctica, as a fair number of events involving Antarctica have taken place of late and this region is of considerable interest to Russia.

The main focus is on two areas: the Arctic and the Atlantic. The reasons for this are the following. We emphasise the Atlantic because NATO has been developing actively of late and coming closer to our borders, and Russia is of course responding to these developments.

The second reason is that Crimea and Sevastopol have been reunited with Russia and we need to take measures for their rapid integration into the national economy. Of course, we are also restoring Russia’s naval presence in the Mediterranean.

As for the Arctic, several events motivate our decision. One is the growing importance of the North Sea Route. Mr President, I reported to you that we have begun work on building a new fleet of atomic-powered icebreakers. Three new atomic icebreakers will be ready for work accompanying ships along the northern route in 2017, 2019, and 2020. Furthermore, the Arctic also assures us free and unhindered access to the Atlantic and Pacific oceans. Then there are the riches of the continental shelf, the development of which calls for an attentive approach.

The Marine Doctrine pays particular attention to environmental issues too, because it is important for us not only to develop these riches, but also to preserve them for future generations.

The Marine Doctrine contains a new section on shipbuilding. This is to a large extent linked to the fact that over these last 10–15 years, we have developed a shipbuilding industry that in terms of naval shipbuilding is doing work on a scale comparable to what was happening during the Soviet period. As for civilian and commercial shipbuilding, we are taking measures to encourage the establishment of private shipbuilding companies, which have demonstrated successful results.

State management of marine activities is an important part of the Marine Doctrine. This section stresses the role of the Government’s Marine Board and clarifies the powers of the other state agencies. Essentially, once you approved the Marine Doctrine, we will be able to start drafting the whole list of planning documents for our country’s marine activities in the short, medium and long term.

Let me thank you for this Marine Doctrine’s timely drafting and approval. This is a timely document. It places responsibility on us for its future implementation, and we have already begun this process.

Commander of the Western Military District Anatoly Sidorov: Mr President, it is hard to talk about coordination when everything works as single whole and unified command. As far as the tasks before us are concerned, the Baltic Fleet is resolving everything together with the Western Military District’s forces.

Regarding the delimitation of certain powers between the naval chief command and the Western Military District’s command, there is full coordination in this area.

We’re all familiar with parents curing our aliments as children with the bribe of sugar coated pills. Today’s New Age surrogate guardians with their squeaky clean reputations are really no different in their surreptious aims to get people to swallow a sugar coated bitter pill, except these pills are not of the bitter variety but are of the poisoned variety.

How can it be said that such touchy feely higher conscious types deserve criticism when it’s evident to all that there isn’t a blemish or any impropriety on their record except that of the natural shannanigans we all get into trouble with in our youthful exuberance having crossed authority.

Could it be said that they, the New Age Priest Do-Gooders, are more of the same – wolves in sheep’s clothing. The sugar coated poisoned pills that they tempt us with are of genuine sugar coated goodness, but the poisoned pill is in the trust they garner from their naive victims, in believing that the culture of concern that produced those goodies must be a truly decent one, after all, the evidence is there for everyone to see for themselves, that what’s on offer is truly healthy in every respect.

Scratch a little below the surface and one begins to understand that what they, the New Age Do-Gooders really represent, comes with strings attached. Mere temptation to have people believe in a religion that benefits mankind, if you only accept their conditions. And it is these conditions that amount to the ‘poisoned pill’ of a false philosophy representative of insanity. A philosophy hoodwinking the people of the earth with the lie of overpopulation and that of climate changes sustainable false consensus-science given as an excuse for genocide as reasonable, all for the sake of ensuring the survival of humanity in an overpopulated planet.

Even the laziest of couch-potatoes with a few clicks of a button and a cursory browse of the Internet, can quickly come to realise overpopulation is the myth it always was, propagated by the Self-Ennobling Ones and their self-validating Church as a mechanism designed to distract people from challenging their vacuous authority. A necessary tool to be rid of pests that may bring them to ruin by challenging the authority of ‘their’ divinity and its natural order, in which they, the Self-Ennobling Ones, are deemed as the proprietors of what they consider to be ‘their’ Estate, Earth; where we all ‘must’ quite naturally pay them for its use as insubordinates (slaves), and ensure we do not break any of the rules to ‘their’ divinely ordered system, which rules (tenancy agreement) within their system they may amend at any time, given as policy, legislation, or put simply, man-made laws.

It is of interest to explore, as an educative illustration only, what the sugar coated purveyors of, perhaps, poisoned pills, unintentionally would set about doing to win people’s trust, as their M.O. (modus operandi) to do so –


Understanding ‘jurisdictional territory’ and ‘true economy’ is the only way to stop medical tyranny, yet people are expected to take up the prerogative position of slaves, by appealing for leniency or asking for permission. It becomes an act of insanity, or that of a gate-keeper, to herd people in the direction of stopping so called laws by thinking that your persecutor behind your enslavement will have a change of heart having invested time and energy to be, once and for all, rid of you with the use of Sustainable Developments Agenda 21’s murderous genocidal depopulation programme.

However, if they are driven by hidden agenda’s as temptations to have people align themselves unknowingly to those agenda’s, well, there is a lesson to be learnt somewhere which will be left to the reader to decide for themselves, particularly when we understand that Agenda 21’s suggestion of what is ‘natural’ is based on a spuriously calculated number of inhabitants to maintain the laughably ‘consensus science’ derived religious dogma of a need to depopulate the earth, on mass, for the sake of earth’s sustainability.

The source of a rebellion to what man sees as God’s Will, on the matter of freewill, would not be God as the source of rebellion contradicting Himself; we would reasonably deduce regarding ‘equal freewill’ in all men, but the source of rebellion, if we look to Heaven for heavenly authority and the source of what God would not make absurd in us, would then be an alternative to God’s Authority and the use by men of that ‘alternative authority’, in making ‘absurd’, equal innate freewill endowed by nature’s Cause or nature’s God in all men.


It becomes apparent that the Self-Ennobling Ones and their self-validating clergy hold, understandably, a deep rooted paranoia that their claims authenticating their authority will be discovered to be false. Therefore it follows, that ‘controlled insanity’ and its chaos need to be brought about in all manner of ways, to maintain a check on sensible thinking and discourse.

The kooks of this world merely form a network, unleashed by the Self-Ennabled Ones, to fuel and induce unhealthy self-obssessed vanitiy as introspection, and provide for this damaging introspection to be at the same time, remedied with dead-end spurious and nonsensical pseudo-scientific ‘opinion’ as solution, that draws its victims into a vortex of time-wasting distracting nonsense, spewing out viral madness on society.

Those who see through this drivel, then become in turn victims of the self-obssessed do-gooders pointing them out as trouble-makers ripe for the onslaught of the Self-Ennobling beuracratic system of official insanity, with its professional-kooks, termed social services, forcibly delegating them to their specialised psychiatric-kooks, and their many branches of ordained cultists.

What then becomes a perverse norm, is the fabricated claim that for the good of society, these cultists of every twisted kind and manner, reserve the right to impose their standards and interfere with the lives of people to ensure that there is not a deviation away from their perverse standards, all of course, for the sake of meeting the needs of the Self-Ennobling Ones and their self-validating clergy’s ‘common good’.

The beauty of this psychological enslaving method, is that society automatically perpetuates and imposes self-slavery on itself, and eliminates a sense of keeping ‘confidences’ given in privacy, once it has surrendered itself to quacks of every description, going on to then assist and accept the necessity of its own destruction, after the quacks, having infected the mind with pseudo-scientific drivel, call for the elimination of people to be able to ‘sustain’ people, to which excuse those suffering from a greater degree of gullibility, will be inclined to gladly go along with in their hypnotic state.

Are the parties to be found equally operating under the influence and spirit of that law to be found in the physical world, which law provides for a framework to arrive at fairness, and therefore justice, when remedy is sort for claims; or are the parties to be found operating unequally under the influence and spirit of personally owned private fictitious law, to be found in the personally owned private fictitious world of an individuals or minority group-individuals imagination, who had surreptitiously omitted to provide for ‘full disclosure’ as to the nature of their position, and in so doing, had skewed the playing field by creating an unjust bias of imposition designed to foster immediate unethical gain for lack of the very and necessary requirement of full disclosure that lawfulness subjects parties to, as indicative of real and true legitimacy.

Coptic identity

* In the confiscation of Egypt’s temple scrolls, Ptomely I had them stored in the same temple that Alexander had attended in trying to be king of Egypt, the temple of Ptah in Memphis. The priest-hood at that temple, as they had previously done with Alexander, capitulated to Ptomely.

* Without competing temples / temple universities, and with all scrolls held at the temple in Memphis, the priest-hood of the Memphis temple became the most powerful, knowledge being their power.

* On Ptomely I death, his son Ptolemy II Philadelphus is enthroned.

* Before his death, on request of Ptomely I calling for a statue to be made, the priests made use of a theocrasiatic formula to embue Ptomely I with the attributes of a God. In doing so they made a statue of a diety in the image or ‘appearance’ of a Greek. The Greek macedonian as an appearance would have supremacy over the native Egyptian as an appearance, laying and marking the foundations as a beginnings for the bases of White Supremacy over the black African Egyptian natives and the ongoing imposition and foreign intervention of falsifying Egyptian artifacts and therefore history for outside misappropriation.

* This attempt to divorce the worship of Osiris between the Greeks and the native african Eygptians was brought about by mandating that the Greek subjects were not to worship the black god Osiris, they were to worship the new god that had been made in the image of Ptomely I of Macedonia, which diety was to be known as Serapis.

* Ptolemy I son, Ptolemy II, built a temple in dedication to the god that his father had made for the Greeks to worship, the god Serapis. The name of the temple that he built to his fathers diety was called the Serapeum (in Alexandria ?) in honour of the god Serapis (Ptolemy I – Soter I, the Saviour, salvation).

* Ptolemy II, then went to the temple Ptah in Memphis and removed the scrolls that his father had deposited there when confiscating them from the temples of the Nile, and in turn deposited them in the Serapeum. This act done by Ptolemy II is significant, in that it must be remembered he is the same man who commissioned the creation of the Bible (The Septuagint).

* By these acts it becomes clear where Ptolemy II obtained his literature for the bible (the confiscated scrolls deposited in the Serapeum).

* Having stored the scrolls in the Serapeum, Ptomely II built another temple over it called the temple of Dionysus. Dionysus being a Greek version of Osiris.

* In light of the events and explanations given, it becomes a point of interest to again look at the Septuagint (LXX) –

The book is called the LXX (70), because it is said 70 scholars composed to reduct text that formed the Septuagint (LXX).

What historians would like you to believe about the Bible coming into existence is that –
Supposedly, at the insistence of his librarian, Philo, Ptomely II was informed that the library was complete, with the exception of writings of scared text to present to the greek speaking Egyptian jews to be able to read. The Greek speaking jews in Alexandria could no longer speak Hebrew because of their lengthy captivity in Babylonia ( in todays terms, they’re seen as Southern Syrians) for 500 years. On their release, they arrived in Egypt and supposedly could no longer read their Torah which was supposedly written in Hebrew. The librarian requested that the Elders from Jureasulem be brought to translate the Hebrew text into Greek for the Greek speaking jews of Alexandria. Ptolemy sent for 72 Elders (LXXII), whom were divided into groups of 12 in 6 separate rooms. Supposedly, Ptolemy II accorded them exceptional recognition because of their translations exactness to each others, although they had been separated. This accuracy being proof that the word of God provided for the route by which the Greek Bible was created as The Septuagint.

Although this is what we are asked to believe as the origins of the Septuagint, a problem arises with its accounting. The problem with the account of the origins of the Septuagint, is that the accounting of it could only be documented in one place, that is, with The Works of Josephus, in which he paraphrases a letter of the story of the Septuagint documented in the self-same letter that does not exist. The only evidence of this letter that exists, is the paraphrasing of it by Josephus. A letter of pseudepigrapha provides for immense skepticism and is not at all convincing. Pseudepigrapha therefore amounts to hearsay being simply rumour or, even worse, say-so, being a statement that is not supported by any proof as evidence.

Development of the Hebrew Bible canon –
We read, under the sub-heading, Septuagint, “Philo and Josephus (both associated with first century Hellenistic Judaism) ascribed divine inspiration to its translators, and the primary ancient account of the process is the circa 2nd century BCE Letter of Aristeas.”

We read, “The Letter of Aristeas or Letter to Philocrates is a Hellenistic work of the 2nd century BCE, assigned by Biblical scholars to the Pseudepigrapha.[1] Josephus[2] who paraphrases about two-fifths of the letter, ascribes it to Aristeas and to have been written to a certain Philocrates, describing the Greek translation of the Hebrew Law by seventy-two interpreters sent into Egypt from Jerusalem at the request of the librarian of Alexandria, resulting in the Septuagint translation.Though some have argued that its story of the creation of the Greek translation of the Hebrew Bible is fictitious,[3] it is the earliest text to mention the Library of Alexandria.”;
We go on to read under the sub-heading, Criticism, the authenticity of Josephus’ Letter of Aristeas being placed strongly into doubt.

We read, “The word “pseudepigrapha” (from the Greek: pseudes, “false” and, epigraphē, “name” or “inscription” or “ascription”; thus when taken together it means “false superscription or title”;
We read, under the sub-heading, Classical and biblical studies, “There have probably been pseudepigrapha almost from the invention of full writing.”, and go on from there to find examples of pseudepigraphy under various headings.

Further and in addition, the translation of the Hebrew texts should have been translated into Jerusalem greek, greek spoken in Palestine, as can be professed to by Walter Kaiser, an Old Testament scholar. Yet the Greek of the Septuagint is not Jerusalem-like-Greek, as it ought to be, but however, Egyptian Koine Greek, the lingua franca of Alexandria, Egypt and the Eastern Mediterranean from the death of Alexander the Great in 323 BCE until the development of Byzantine Greek around 600 CE. That means whoever was responsible for the documents that made up the Septuagint, was an Egyptian person who spoke Egyptian Koine Greek, and clearly not one of the invited Elders or scholars of Jerusalem on the invitation of Ptolemy II, who all spoke Jerusalem greek.

Attic Koine Greek and the other Greek dialects were on different developmental paths even before leaving the mainland. So after several more centuries of development, the linguistic rift between Attic Koine Greek and other Greek dialects bordered on mutual unintelligibility…During Pentecost, there were Jews in Jerusalem from Libya’s chief city, Cyrene, as well as from the island of Crete. Doric-speaking Greeks had colonized these and other places long before alexander’s conquests, so the Jews from these places were familiar with Doric Greek. We go on to further read of ‘unlikely coincidences by way of obfuscation in the preceding paragraph to the last. Following the preceding paragraph, we read in the last paragraph,

From the 6th paragraph, we read,

1. Background

The 1893 World’s Parliament of Religions, held on the shore of Lake Michigan, Chicago, was the largest and most spectacular event among many other congresses in the World’s Columbian Exposition. The Exposition itself was a large trade fair that was to celebrate the quadricentennial of the discovery of America by Christopher Columbus. The organizing process of the Parliament began after Charles Carroll Bonney, a layman in the Swedenborgian church and the president of the World’s Congress Auxiliary, appointed John Henry Barrows to administer the General Committee on the Congress of Religion, which eventually was called the World’s Parliament of Religions. Under Barrows’ leadership, the Parliament was expected to be “the most important, commanding, and influential, as surely it will be the most phenomenal fact of the Columbian Exposition” (in Ziolkowski 1993, 5). The committee consisted of sixteen persons from different religious backgrounds. Although most of them were from Christian mainline denominations, we could find distinguished names such as E.G. Hirsch (Jewish rabbi from New York), Jenkin Llyod-Jones (Unitarian), and P.A. Feehan (Catholic bishop).

In June 1891, more than three thousand copies of the Preliminary Address was sent out to the world, informing the plan of the 1893 Parliament and inviting religious leaders from all over the world to attend to it. The responses were varied and well documented in Barrows’ two-volume report books (1893a, 18-61). The enthusiastic responses came from those like Max Müller, a champion in the field of comparative studies of religion. Although he deeply regretted failing to attend the Parliament, he expressed his hope that the Parliament would increase interest in the studies of religions. He also said that the Parliament “stands unique, stands unprecedented in the whole history of the world” (in Seager 1993, 154). Some other positive responses demonstrated particular interests, for instance, to show the supremacy of one religion over others or to clarify misconceptions about their religious traditions (Braybrooke 1980, 2).

There were also those who disapproved. For instance, the Presbyterian Church in the United States of America, the home church of John H. Barrows, passed a resolution against this convention. Yet, the fact that this resolution was passed hurriedly in the closing hours of the General Assembly in 1892 did not produce unified voice among the Presbyterians; indeed, their opinion was divided. Further opposition came from the Archbishop of Canterbury, saying in his letter that his disapproval rested on “the fact that the Christian religion is the one religion. I do not understand how that religion can be regarded as a member of a Parliament of Religions without assuming the equality of the other intended members and the parity of their position and claims” (in Barrows 1893, 20-2). Along with these two, the sultan of Turkey, the European Roman Catholic hierarchy, and many North American Evangelical leaders such as D.L. Moody also opposed this convention.

In spite of these varied responses, the 1893 Parliament had to be recognized as a great achievement within the modern civilization in general and the Western American culture in particular. As Marcus Braybrooke said, “it remains a remarkable pioneer event, and no subsequent inter-faith gathering has come near to it in size or complexity” (1980, 8). The glory of the Parliament was most obvious in the opening ceremony, on September 11, 1893. More than four thousand people had gathered in the Hall of Columbus, when at ten o’clock a dozen of representatives from different faiths marched into the hall hand in hand. At the same time, the Columbian Liberty bell in the Court of Honor tolled ten times, honoring the ten great world religions—Confucianism, Taoism, Shintoism, Hinduism, Buddhism, Jainism, Zoroastrianism, Judaism, Christianity, and Islam. The inaugural ceremony began with “an act of common worship to Almighty God,” in which Isaac Watts’ paraphrase of the hundredth Psalm was sung (Barrows 1893a, 66):

Praise God, from whom all blessing flow;
Praise him, all creatures here below;
Praise him above, ye heavenly host;
Praise Father, Son and Holy Ghost. (67)

Afterwards, Cardinal Gibbons led the crowd in the Lord’s Prayer, which interestingly became the “universal prayer”—to use Barrows’ words—that marked the beginning of each day during the seventeen days of the Parliament.

Statistically speaking, the Parliament was dominated by English-speaking Christian representatives, who delivered 152 of 194 papers. The opportunity for the leaders from other religious traditions was limited but significant; 12 speakers represented Buddhism, 11 Judaism, 8 Hinduism, 2 Islam, 2 Parsis religion, 2 Shintoism, 2 Confucianism, 1 Taoism, and 1 Jainism (Seager 1986, 87). Among them, Swami Vivekananda’s three speeches undoubtedly drew most attention from the American public. Barrows recorded that when Vivekananda addressed the audience as “sisters and brothers of America,” they went into rapture with “a peal of applause that lasted for several minutes” (Barrows 1893a, 101).

The whole program of the Parliament was designed to provide a wide range of topics presented by a great variety of speakers. Beside a large amount of papers focused on religion per se, several papers were categorized under the rubric of “scientific section” and “denominational congress.”

More than seven thousand people attended the closing session on the seventeenth day. Several Christian hymns were sung before Bonney and Barrows delivered their concluding addresses. Along with them, some representatives also spoke to express their thanks and impressions. The “Hallelujah Chorus” from Handel’s Messiah was then sung. About this Barrows commented,

To the Christians who were present, and all seemed imbued with a Christian spirit, [the chorus] appeared as if the Kingdom of God was descending visibly before their eyes and many thought of the Redeemer’s promise—“And I, if I be lifted up from the earth, will draw all men unto me.” (Barrows 1893a, 172-3)

The Parliament was officially closed with the Lord’s Prayer led by Emil G. Hirsch, a rabbi from Chicago.

An Analysis of Culture and Religion

John P. Burris is correct when he maintains that in the Parliament “religion was perceived as the center of any given society and the most obvious aspect of culture through which the essence of a given people’s cultural orientation might be understood” (2001, 123-4). The importance of culture and ethnicity was replaced by “religion” as a new central category. Consequently, the decision of which religion could reasonably be included in or excluded from the group of “ten great world religions” had put aside the categories of culture and ethnicity. By using such a conception the Parliament excluded all Native Americans and included African Americans insofar as they were converted Christians (125).

The discovery of America by Columbus, which became the raison d’etre of the celebratory Exposition, ironically, had become the beginning of Spanish colonialism on the Indian lands. In this sense, the presence of various Native American groups in this Columbian Exposition and their underrepresentation in the World’s Parliament of Religions had magnified this irony. In the Fair, they consented to be set up in “mock villages” or exhibited within the exhibition of American anthropologists without their own display as other social groups had. I agree with Burris that this fact reveals the leitmotifs that dominated all aspects of the Fair, i.e., “the evolutionary hierarchy of cultures” (110) and “colonial illusions” (123-4). Richard Hughes Seager rightly concludes,

The Columbian celebration claimed to be the World’s Columbian Exposition, not simply white America’s, and it sought to represent the entire globe in a single, unified vision. People of other colors, creeds, and ethnic traditions were not excluded, but their inclusion was based on precarious grounds which, as in the case of American blacks, placed them in a position clearly subordinate to the progressive, allegedly universal vision of the Greco-Roman, Christian White City. As far as the issue of religion was concerned, it seemed that the evolutionary motif was more dominant than that of the colonial motif, but the result was the same, namely, the confidence in the supremacy of one religion over others. Yet, the official statements seemed to be careful in avoiding this attitude. For example, the General Committee formulated ten objects of the Parliament that were possibly written in the 1891 Preliminary Address (Barrows 1893a, 18):

1.To bring together in conference, for the first time in history, the leading representatives of the great historic religions of the world.

2. To show to men, in the must impressive way, what and how many important truths the various religions hold and teach in common.

3. To promote and deepen the spirit of human brotherhood among religious men of diverse faiths, through friendly conference and mutual good understanding, while not seeking to foster the temper of indifferentism, and not striving to achieve any formal and outward unity.

4. To set forth, by those most competent to speak, what are deemed the important distinctive truths held and taught by each Religion, and by the various chief branches of Christendom.

5. To indicate the impregnable foundations of Theism, and the reasons for man’s faith in Immortality, and thus to unite and strengthen the forces which are adverse to a materialistic philosophy of the universe.

6. To secure from leading scholars, representing the Brahman, Buddhist, Confucian, Parsee, Mohammedan, Jewish and other Faiths, and from representatives of the various Churches of Christendom, full and accurate statements of the spiritual and other effects of the Religions which they hold upon the Literature, Art, Commerce, Government, Domestic and Social life of the peoples among whom these Faiths have prevailed.

7. To inquire what light each Religion has afforded, or may afford, to the other religions of the world.

8. To set forth, for permanent record to be published to the world, an accurate and authoritative account of the present condition and outlook of Religion among the leading nations of the earth.

9. To discover, from competent men, what light Religion has to throw on the great problems of the present age, especially the important questions connected with Temperance, Labor, Education, Wealth and Poverty.

10. To bring the nations of the earth into a more friendly fellowship, in the hope of securing permanent international peace.

These officially stated objects seemed to avoid any attempt to prove the supremacy of one particular religion over others. The emphasis was placed more on searching for religious commonalities and building of “human brotherhood” [sic!], through which the world’s religions could make the world a better place. Neither did the Parliament aim to establish a universal religion or “any formal and outward unity.” Interestingly, the importance of the comparative study of religions in order to maintain “mutual good understanding” among religious traditions was also introduced here. The statements also recommended the necessity for presenting religions as accurately as possible by those who were “competent” and “authoritative.”

However, these “objective” statements did not reflect the real diverse attitudes that we find in writings and speeches throughout the Parliament. Donald H. Bishop eloquently discusses three common attitudes towards other religions occurred in the 1893 Parliament: exclusivism, inclusivism, and pluralism (Bishop 1969; cf. Williams 1993). Due to the space limit, I only give brief comments on and examples of exclusivism and pluralism and discuss longer the inclusivist attitude that was commonly found in the Parliament. The exclusivist attitude took places either in the offensive or amicable type. William C. Wilkinson, for instance, proudly proclaimed in his presentation,

Men need to be saved from false religion; they are in no way of being saved by false religion. Such, at least, is the teaching of Christianity. The attitude, therefore, of Christianity towards religions other than itself is an attitude of universal, absolute, eternal, unappeasable hostility … (in Barrows 1893b, 1249)

With regard to pluralism, its common version in the Parliament was the one that emphasized more the peaceful coexistence of religions. Any superiority claim of one religion over others was rejected because “the differences between religions are mainly in externals” (Bishop 1969, 72). The best example of this attitude could be found in Bonney’s opening speech,

As the finite can never fully comprehend the infinite, nor perfectly express its own view of the divine, it necessarily follows that individual opinions of the divine nature and attributes will differ. But, properly understood, these varieties of view are not causes of discord and strife, but rather incentives to deeper interest and examination, Necessarily God reveals himself differently to a child than to a man; to a philosopher than to one who cannot read. Each must see God with the eyes of his own soul. Each must behold him through the colored glasses of his own nature. Each one must receive him according to his own capacity of reception. (Barrows 1893a, 68)

Regarding the inclusivist attitude, a careful investigation needs to be done. By inclusivism I mean a certain attitude toward other religions based on an underlying assumption that one’s religion is superior, yet this assumption is expressed in openness toward other religions. In terms of the superior attitude, an inclusivist would agree with exclusivists, but they disagree in the way other religions are treated. While the value of other religious beliefs are undermined in exclusivism, they are respected by the inclusivists, exactly because those beliefs could be possibly included in or subordinated to the terms defined by the inclusivists without sacrificing their own religious superiority. Once foreign religions have been subordinated to the superior religion, they become “more fascinating than threatening—as objects to be played with in a game where the rules [have] been stacked against them” (Burris 2001, 127).

In the 1893 Parliament, interestingly, this attitude received its justification from the evolutionary interpretation of religious plurality. The invitation sent to the world’s religious leaders said, “ we affectionately invite the representatives of all faiths to aid us in presenting to the world, at the Exposition of 1893, the religious harmonies and unities of humanity, and also in showing forth the moral and spiritual agencies which are at the root of human progress” (Barrows 1893a, 10; italics mine). Barrows, who in his opening address spoke about “a spiritual root to all human progress,” seemingly, drafted this statement (75).

According to Barrows, “human progress” would objectively reached its culmination through Christianity. As the apex of all religions, Christianity can influence other religions meaningfully, but not vise versa.

The Parliament has shown that Christianity is still the great quickener of humanity, that it is now educating those who do not accept its doctrines, that there is no teacher to be compared with Christ, and no Saviour excepting Christ … The non-Christian world may give us valuable criticism and confirm scriptural truths and make excellent suggestion as to Christian improvement, but it has nothing to add to the Christian creed” (1893b, 1581; italics mine).

This was the inclusivism par excellence. Other religions are appreciated with an open heart yet, at the same time, being subordinated to the finality of Christian answer. They could be included within the conversation with Christian faith insofar as there is nothing from them that is needed to fulfill Christian system. On the contrary, it is Christian message that could fulfill the lack within other religious systems.

For ones who adopted this position, such as Barrows, there is no tension between seeking universal religious truth and keeping the finality of Christian message, insofar as the affirmation of universal truth do not lead them to the building of a new universal religion, since it would judge Christianity as incomplete so that it should be replaced by the new one. Rather, by “universal truth” it means that the truth in other religions is considered the foreshadowing of the Gospel or the preparatio evangelium. Thus, what is important for Christians in their encounter with people from other faiths is

to find the “points of contact” between Christianity and other religions. Then, we can surely find certain fundamental beliefs in Christianity that cannot be reconciled with other religious systems. Those fundamental beliefs would prove Christian supremacy over other religions. This understanding was very common within Christian missionaries who attended the Parliament, especially those who worked in India (cf. Goodpasture 1993, 404-5).

This is exactly the background of the “silent” debate between Barrows and Vivekananda. An advocate of the Vedantic Hinduism, Swami Vivekananda believed that “every religion is only an evolving a God out of the material man; and the same God is the inspirer of all of them” (in Barrows 1893b, 977). Contradictions among religions for him were only apparent and came from the same truth “adapting itself to the different circumstances of different natures” (977). Vivekananda’s ultimate goal was undoubtedly represented in his proposal of a “universal religion,”

which would hold no location in place or time, which would be infinite like God it would preach, whose sun shines upon the followers of Krishna or Christ; saints or sinner alike; which would not be the Brahman or Buddhist, Christian or Mohammedan, but the sum total of all these, and still have infinite space for development; which in its catholicity would embrace in its infinite arms and formulate a place for every human being, from the lowest groveling man who is scarcely removed in intellectuality from the brute, to the highest mind, towering almost above humanity, and who makes society stand in awe and doubt his human nature. (977)

To be sure, these statements captivated the attention of the American audience who had been influenced by the evolutionary way of thinking. As a different model of “human progress” that every religious people could dream of, it was more intriguing than that of the inclusivist model proposed by Barrows.

What Vivekananda meant by the “universal religion” was not that all religious traditions would be disappeared and replaced by a new and single religion. Rather, it would be an authentic togetherness of all religions, in which “each must assimilate the others and yet preserve its individuality and grow according to its law of growth” (in Barrows 1893a, 170). The necessity to “assimilate the others” was expressed by Vivekananda as the avoidance of the triumph of any one of the religions over others. He stated, “Do I wish that the Christian would become Hindu? God forbid. Do I wish that the Hindu or Buddhist would become Christian? God forbid” (in Barrows 1893a, 170).

For Barrows and other inclusivists, Vivekananda’s idea was certainly threatening the Christian supremacy. In his “Review and Summary” of the Parliament, Barrows seemed to attack Vivekananda directly,

The idea of evolving a cosmic or universal faith out of the Parliament was not present in the minds of its chief promoters. They believe that the elements of such a religion are already contained in the Christian ideal and the Christian Scripture. They had no thought of attempting to formulate a universal creed. (Barrows 1893b, 1572)

Barrows then continued with a Christian version of the Darwinian “survival of the fittest.” He wrote, “The best religion must come to the front, and the best religion will ultimately survive, because it will contain all that is true in all the faiths” (1572).

5. Relation to Other Thinkers

Significant Legacies of the Parliament

Richard H. Seager, one of a few experts on the 1983 Parliament, illustrates the Parliament as a brief storm that was “quickly banished from our collective memory” (1993, 214). Seager is not entirely wrong if we remember that two decades thereafter the world’s optimism for global unity was wiped out with the emergence of the First World War. Nevertheless, we can still note several developments that have become the legacies of the Parliament, both blooming during the two decades after the Parliament and reemerging a century later.

First, it is important to highlight that the Parliament supplied—although not initiated—“a strong stimulus for the wide acceptance of the study of comparative religion” in America, especially in the academic life (Kitagawa 1987, 364). The presence of the religious others—“living forces of religions other than Christianity” in Braybrooke’s words (1980, 8)—with their fascinating beliefs and practices before the American Christian audience has raised the awareness of the value of religious plurality. Moreover, the flood of immigrants entering the USA during those times has made “religious plurality” and “multiculturalism” two characteristics of the twentieth century America. The study of comparative religion, which was tainted by the inclusivist view of Christian supremacy held by Barrows and others, has slowly been objectified within its academic environment and neutralized from any religious bias. However, Kitagawa points out that in the 1930s “the sudden decline of comparative religion was accelerated by the impact of neoorthodox theology, the depression and the impending war” (1987, 366). We should wait for its reemergence in the second half of the late twentieth century, with the 1993 Parliament as its apex.

Second, along with the emergence of the study of comparative religion, we should point out that the Parliament is usually considered the cradle of interfaith movement, although no specific organization emerged in this event. The formation process of some interfaith bodies ran slowly (though recently quite rapidly) and seemed to be sporadic. The best historical exploration of the interfaith movement since the 1893 Parliament can be found in Braybrooke’s works (1980 & 1992).

A third contribution of the Parliament was to the Christian ecumenical movement. According to Diana L. Eck, the Parliament itself “might be seen as one of the first events of ecumenical movement” (1993, xv). Eck is not wrong given the fact that 152 of 194 speakers were Christians (Protestant, Orthodox, and Catholic) and that the “Christian flavor” was very obvious through the hymns, prayers and rhetoric during the Parliament. Barrows sometimes also discussed the necessity of Christian unity by employing the image of three concentric circle with “Christian assembly embodying its center; the American religious assembly, including Jews, comprising the next circle; and the religions of the worlds making up the outer circle” (Ziolkowski 1993, 57-8).

Among those who spoke on the subject of Christian unity, Philips Schaff was considered most authoritative (in Barrows 1893b, 1192-1201). While being critical of the organic or corporate model of ecumenism “under one government,” he argued for a federal or confederate union, in which the balance between unity and independence could be maintained. However, the relevance of the Parliament to the ecumenical movement has not been recognized fully until the 1910 Conference of World Mission in Edinburgh. Thereafter, the ecumenical movement has always been dealing with the issues of religious plurality in connection with Christian unity and mission.

Fourth, the Parliament has also influenced Christian missionaries who work abroad in the ways they approach and appreciate people from other religious traditions. They become more sensitive to local cultures and religions. Yet, what is fascinating is that the Parliament has opened the gate widely for the leaders from other religions to do their own missions to the West, especially to America. Among the missionaries from the East several important figures can be mentioned: Protap Chunder Mozoomdar, Swami Vivekananda, Anagarika Dharmapala, and Soyen Shaku. In conclusion, after the Parliament the religious situation in America has been changed forever. Seager describes it beautifully that after the Parliament,

there were many new ways to be religious. One could be saved or self-realized or grow in God consciousness or be self-emptied. And as America itself continued to pursue its messianic mission, it was a nation under a changed God … other deities had been tucked up in the nation’s sacred canopy … America had gone into the Parliament claiming to be a cosmopolitan nation and had come out having to live up to the claim. There was no going back (1986, 277).

Smith’s Dictionary of Greek and Roman Antiquities

An account of the several Roman priesthoods will be found in the articles on PONTIFICES, AUGURES, FLAMINES, &c.; it will be sufficient here to give a brief outline of the history of the Roman priesthood generally, in order to compare it with the Greek sacerdotal system. In the earliest times it is probable that the Roman idea of a priest and his duties differed but little from that of the Greeks; he was assigned to the worship of a particular god and exercised no direct political influence. The general name for such priests was flamen (i. e. kindler of sacrificial fire), and they continued in existence with gradually decaying importance to the latest times. But their influence was steadily overshadowed by that of those great colleges which we always associate with religious government in Roman antiquity, especially the pontifices and augurs; and thus a new element was introduced which is quite foreign to anything we have met with in Greece. It is a curious fact that at the very time (the end of the monarchy and first age of the Republic) when Rome was becoming penetrated by Greek religious ideas, the simple and unpolitical priestly system which survived in Greece was giving way to a new development which was distinctly Roman and political. It is the history of this change which we must be content to trace here.

Period of the Monarchy.
Every Roman was the priest of his own household [ crossSACRA], and every action of the household had its religious aspect. In the state we see the same leading feature, that the rex was priest for the whole people. This is sufficiently proved (1) by the appointment of the rex sacrorum when the monarchy came to an end, in order to keep up the virtue of certain sacrifices which had been performed by the king; (2) by the position of the pontifex maximus from the outset of the Republic: his office was in the king’s house [[ERROR: no link cross:]REGIA], the flamens and vestals were in his patria potestas, and it was he who succeeded the rex in most of his religious functions.

To maintain, then, the full rights of the god as against the state, i. e. to fulfil in the minutest detail the state’s duties towards the gods, was a most important part of the king’s sphere of action; and here we get at once the germ of the whole Roman conception of a public cult, which was maintained consistently throughout Roman history. The gods are always in direct relation to the state and to its magistrates. They are regarded as interested in the state as a state, and as calling for the fulfilment of duty from the state in the person of its appointed rulers. (This point may be illustrated by reference to the significant fact that the property belonging to the temples was not managed by the priests, but by the magistrates. See Mommsen, Staatsrecht, ii.2 1, 60 foll.)

In the earliest form of the state the king and his household may have sufficed for the performance of these duties. His unmarried daughters were the vestals who attended to the sacred fire of the state in the king’s house (Frazer, Journal of Philology, vol. 14.154 foll.); and the origin of flamines may be traced to the king’s sons, whose duties were to kindle the sacrificial fire for the worship of particular deities, e. g. Jupiter, Mars, Quirinus, &c. Such at least is a fair inference from the fact that, as was mentioned above, both flamens and vestals were in the patria potestas of the rex, as afterwards of the pontifex maximus. This was the earliest form of state worship so far as we can guess it; for further details as to the religious duties of the king, see [ERROR: no link cross:]REX

It is obvious that as the state increased in size and began to come into collision with its neighbours, i. e. as the judicial and military duties of the king grew more complex, he would find it more difficult to fulfil with the necessary precision the state’s duties towards the gods. Thus already in the regal period we hear of the introduction, generally ascribed to Numa by the Romans themselves, of certain colleges of priests besides the vestals and flamens. Dionysius ZYZ(Dionys. 2.64, 70-Z1 foll.) mentions the AUGURES, PONTIFICES, SALII, FETIALES, and TRIBUNI CELERUM, to which may certainly be added the FRATRES ARVALES and SODALES TITII. He also mentions the thirty curiones or priests of the Curiae (see [ERROR: no link cross:]CURIA and crossSACRA), but these were not state priests in the strict sense of the word.

None of these priesthoods, however, had any great influence on Roman history, or contributed to the great change in the religious system which took place in the period of the Republic. In order to understand this, we must turn to the Pontifices and the Augurs.

It is not possible to determine with certainty what part was played by these two colleges under the monarchy, or to what extent they were, strictly speaking, sacerdotes at all (Mommsen, Hist. 1.177). They may have formed bodies of advisers of the king on religious matters of importance; and the king was probably at the head of each of them, and chose them himself from the patrician gentes, to which all priesthoods then and for long afterwards were confined (Marquardt, iii.2 240 foll.; Mommsen, Staatsrecht, ii.3 24 foll.). The Augurs, we may presume, advised the king, or acted for him in all the minute lore of the old Italian ritual of dedication and inauguration [see [ERROR: no link cross:]TEMPLUM and AUSPICIA]; the Pontifices. in all matters of the jus divinum, i.e. of the laws of marriage, burial, portents, and general religious supervision (Liv. 1.20). For detailed information about these colleges, references may be made to the separate articles. It is easy to see how with the rapid development of the state under the last two kings, and with the admission of the Plebs to a voice in the government, the increase of territory and the consequent admission of new cults, the administration both of the auspicia and the jus divinum must have tended to pass more and more from the king into the hands of these experts. And it is in this way that we must explain their rapid rise to power when the Republic came to an end.

Period of the Republic.
Three great, though gradual, changes are to be noted in this period. The first of these is the natural development of the influence of the Pontifices and Augurs, which was already on the increase towards the close of the Monarchical period, and the corresponding decay of the purely sacrificial priesthoods. So long as the king was the centre of all state religion, appointing and controlling the priests, and being himself of their number, it had been impossible for them to acquire any overpowering political influence; but when the state came to be governed by yearly elected magistrates, who could not be specially trained in religious law or lore, a great opportunity was offered to the experts both in the jus divinum and in the ritus auspiciorum, of which full advantage was taken. The Pontifices became the advisers of the republican magistrates on all technical matters relating to religious law, and thus gained a permanent hold on the state machinery as well as on the private life of individuals.

Secondly, we have to note the rise to power in this period of a third great priesthood, already instituted by the last king, which henceforth ranked with the Pontifices and Augurs as one of the three great religious collegia,–the decemviri (at first duoviri, later quindecimviri) sacris faciundis. Thirdly, the decay of the older priesthoods in this period is hardly less striking than the gradual development of the power of the three great colleges. So long as the Romans retained something of their native religious feeling, these priesthoods no doubt kept a certain hold on the popular mind; but as new forms of religion came in, as the pontifical theology adapted itself to them, and as Rome advanced in conquest and the absorption of foreigners, they were left, as it were, stranded, and void of meaning. Towards the close of the Republic they began to disappear altogether, and we have the singular historical phenomenon of obsolete curiosities like the Flamen Dialis and the Fratres Arvales being restored at the beginning of the Empire, when once more the general supervision of the state religion was concentrated in the hands of a monarch. One only of these priesthoods retained its life and prestige almost undiminished throughout the whole of Roman history–that of the Vestal virgins; a fact that can be explained partly by its feminine character, which kept it out of all competition for political influence, and still more by the nature of the worship of Vesta as the religious focus of the state-life, and the legends which in the popular fancy connected it with the foundation of the city.

There were other changes of a more technical character in this period, besides those which immediately affected the relative importance of the several priesthoods. While the offices of Rex sacrorum and the older sacrificial priesthoods were always confined to patricians, the three great collegia were in course of time thrown open to plebeians also. With the gradual equalisation of the orders, it was found that those had grown too politically important to escape the plebeianising of the secular magistracy. The democratic changes first in the number of members in these collegia and the admission of plebeians, and secondly in substituting election for the more exclusive cooptation, have been detailed in the articles AUGUR, DECEMVIRI, and [ERROR: no link cross:]PONTIFEX Thus the great Roman priesthoods were in this period steadily carried along by the full force of the political current to which they owed their power, while the more antiquated ones left the centre of the stream and were gradually stranded. And thus also it came about that the Roman religion and its ministers, though having to deal with matters so technical and a sacred law so minute as apparently to offer every chance for the growth of a powerful priestly caste, never became dissociated from the state, or from the public life and interests of the individual citizen; and Cicero could boast with truth that there was no grander principle in the constitution than that which placed the best men in the state at the head at once of the religious system and of the political machinery (de Dom. 1, 1). And this in spite of the fact that the priesthood and the magistracy were as such entirely dissociated from each other in Roman constitutional law; no priest having by virtue of his office any direct hold upon the state-machinery, and no magistrate having any part in the state’s religious functions (Mommsen, op. cit. pp. 17 foll.). This was the republican theory; and though towards the end of that period there were signs of its collapse (as in the details of the new system of election), it maintained itself on the whole until further great changes took place on the establishment of the Empire.

(For the relation of the haruspices to the priesthoods during the Republic, see Marquardt, Staatsverw. 3.410; they were not properly a priesthood, and are here omitted from consideration. For what little is known of the municipal priesthoods of Italy in this period, see the same work, pp. 475 foll.)

Period of the Empire.
The history of the priesthood under the Empire is a subject of great difficulty, and as yet imperfectly investigated. It must suffice here to give a brief outline, which may partly be filled up from the works of Mommsen and Marquardt already quoted, Henzen’s Acta Fratrum Arvalium, and especially from a tract by P. Habel, de pontificum Romanorum inde ab Augusto usque ad Aurelianum condicione publica. Popular accounts of particular aspects will be found in Boissier, Religion Romaine, vol. i., and Friedländer, Sittengeschichte, vol. iii. Cp. also Bouche-Leclercq, Les Pontifes. But no work can be done in this period without constant reference to the Corpus Inscriptionum, and the best works on coins of the period.

The subject falls into three divisions: 1. The union of the existing priesthoods in the person of the emperor; 2. The new priesthoods connected in Italy and the provinces with the worship of the emperors; 3. The priesthoods of the foreign worships introduced in the period.

1. The union of the existing priesthoods in the person of the emperor
Julius Caesar was already pont. max. when he attained to supreme power. Augustus waited until the death of Lepidus, who had succeeded Julius, and was not elected till B.C. 11 (Mon. Ancyr. ed. Mommsen, p. 28). From that time onwards the office was not only an invariable accompaniment of the imperium, but was reckoned at the head of all the other offices (Mommsen, Staatsr, 2.19), and in the title followed the cognomina immediately. With this the emperor also held the augurship, and was a member of the other two great collegia of the quindecimviri and the epulones (Marquardt, 222); and the same policy was pursued, in a greater or less degree according to the standing of the individual, with regard to his sons or other male relatives (Habel, Caesares, p. 60 f.). In his hands also, directly or indirectly, was the power of filling up vacant places in these colleges (Dio Cass. ); and thus it may be said without exaggeration that the days of the early monarchy had returned, and that the union of the secular and religious powers in the state was complete. It must, however, be remembered that these great priesthoods had by this time done their work, and that we rarely find instances of their being put by their imperial holders to any important practical use. They served to increase the dignitas rather than the potestas of the emperor, who was seldom present at meetings of the collegia, and the actual work, such as it was, was probably done by substitutes (promagistri, Habel, 90). Even in the case of the supreme pontificate, which alone might be regarded as exercising a great influence over the life of Roman citizens so long as questions of adoption, sepulture, &c., could arise, it is hard to prove this influence by actual examples (see, however, Tac. Ann. 4.16, 6.12-Z2; Plin. Epp. ad Traj. 68). We must in fact regard them as little more than useful ornaments; but as ornaments which increased their prestige, and carried it into the remotest parts of the Empire. In the same way the right of filling up the collegia became a powerful source of patronage, and served to secure the goodwill and allegiance of important personages and their families, without giving them burdensome duties. (Agricola, e.g., was many years absent from Rome after his appointment to the pontificate: Tac. Agr. 9.) Thus it was an object of ambition to secure one of these priesthoods, and we have the evidence, both of historians and inscriptions, that they were valued at a higher rate even than magistracies (Habel, 88, and reff.). Thus the greater priesthoods of the Republic were absorbed into the personal equipment and patronage of the emperors, and so continued, gradually losing more and more of their original use and meaning, until Christianity became the state religion. Meanwhile the more antique priesthoods, which we left in a state of decay at the end of the republican period–the Rex Sacrorum, Flamines, Fratres Arvales, Salii, Sodales Titii, &c. [see under the separate articles]–had been revived indeed by Augustus, according to his policy of renovating and completing the religious outfit of the state, and thus satisfying the popular feeling for a better service of the gods; but in most cases they survived, not so much by pursuing their original ritual as by transforming it to suit the worship of their patrons (Marquardt, 3.438), and may thus be better noticed under the next heading.

2. The new priesthoods connected in Italy and the provinces with the worship of the emperors.
The most striking feature of the religious history of the Empire, viz. the deification of the emperor, naturally produced new priesthoods, the importance of which, both in regard to society in the capital and organisation in the provinces, forms a complete study in itself, and can only be very briefly alluded to here. In Rome and Italy, it was the policy of Augustus to discourage his own worship (Suet. Oct. 52; Dio Cass. ); but inscriptions show that in spite of this there was an unauthorised cult of him even in his lifetime in several Italian cities, presided over by flamines or sacerdotes (flamen being the general word in use in municipia), e. g. in Pisa, Praeneste, Pompeii, Beneventum (Marquardt, 3.465, note 1). Later on this cult was organised in all the municipia of Italy, in conjunction with that of other emperors, and was maintained by flamines together with Augustales, a kind of sacred guild belonging chiefly to the inferior classes, but invested apparently with a certain priestly character (C. I. L. 5.3386; [ERROR: no link cross:]AUGUSTALES). After the death of Augustus, Tiberius pursued the policy of declining divine honours for himself, while on the whole he encouraged the worship of his predecessor; and in the first year of his reign (A.D. 14) was established the famous priesthood which was specially intended in Italy to maintain the cult of Augustus [[ERROR: no link cross:]AUGUSTALES], which reckoned thenceforward as one of the great priesthoods, and received as its symbol the bucranium, answering to the simpulum of the pontifices, the patera of the epulones, &c. In its sphere was included the worship of Claudius, the next emperor who was deified, and then we hear of Sodales Augustales Claudiales; later on again of a new priesthood on the same model for the worship of Vespasian, and afterwards of Titus (Sodales Flaviales Titiales), and so also with that of Hadrian and Antoninus Pius, so that the number of these priesthoods became eventually four, the last established serving for the cult of later emperors (Marquardt, 3.479 foll.; Dessau in Eph. Epigr. 3.205 f.; Desjardins, in Revue de Philologie, 3.33 f.). Thus, even in Rome and Italy, not only did the emperors absorb into their own persons and families the dignity and prestige of the great existing priesthoods, but they enjoyed the advantage arising from an organised priestly worship of their predecessors, with the anticipation of the same honour for themselves afterdeath. And, with the same object as was mentioned under the last head, the ancient sacrificial priesthoods revived by Augustus were made to contribute, so that throughout the whole range of priestly functions the new political system and the new turn given to religion were alike everywhere present. Thus the name of Augustus was included in the Saliare Carmen used by the Salii (Mon. Ancyr. p. 27), and this honour was also paid to several later emperors and members of the imperial families. The [ERROR: no link cross:]LUPERCI had a new collegium gentilicium added to them in B.C. 44, that of the Luperci Julii, which continued far into the Empire. The Sodales Titii numbered Augustus and Claudius among their members, and were under obligations to Vespasian (Marquardt, 447). But it is from the fortunate discovery of the inscriptions of the Arval Brotherhood that we gain far the most insight into the way in which all kinds of religious ceremony were pressed into the service of the Empire; and a study of Henzen’s Acta Fratrum Arvalium is perhaps the best introduction to a study of the new system [see [ERROR: no link cross:]ARVALES FRATRES]. Thus the odour of sanctity adhering to the oldest rural priesthood of the primitive Romans was made to contribute to the lustre of the latest imperial system, even down to the time of Constantine and his sons, and after Christianity had become the recognised religion of the Empire (Marquardt, 462).

In the provinces the priesthoods of the new worship came to be of very great importance. It was here the policy of Augustus to associate his own cultus with that of Dea Roma; and this conjunction was steadily retained and systematised, and is to be carefully distinguished from all other forms of the apotheosis which made their way into the provinces. (See Desjardins, in Rev. de Philol. 1879, pp. 42, 63.) In almost every province we find a sacerdos (or flamen) Romae et Augusti provinciae; the priestly title is found in numberless inscriptions under various forms, both in Latin and Greek (ἀρχιερεύς), and occurs in a shortened form as simply sacerdos provinciae. This great priest was elected yearly (in most provinces, but for Asia see W. M. Ramsay in Classical Review, vol. 3. p. 175) by the general meeting of representatives from the various cities of the province (communia, concilia, κοινά), from persons of consideration among the provincials, and was charged with important duties, such as the collection and management of the funds for the temples of the cult, the presidency of the games, and also of the assemblies of legati just mentioned [[ERROR: no link cross:]NEOCORI]. Of this assembly he was also the immediate representative in all communications with the emperor, and was thus independent even of the provincial governor. His importance in the development of the imperial system can hardly be over-estimated. (Desjardins, l. c.; P. Giraud, Les Assemblées Provinciales, Paris, 1888; Marquardt, Staatsv. 1.366; Ephem. Epigr. 1.200 f.)

The cities of the provinces, as well as the communia or κοινά, possessed priests of the worship of Rome and Augustus: this was at least the case in the African provinces, where they constantly occur in inscriptions under the titles of flamen Augusti, flamen Augusti perpetuus, or flamen simply. As these appear to have been elected yearly, it is probable that the epithet perpetuus indicated an honorary rank conferred in some cases on the holder. Flaminicae also occur, as in the worship of the Divi in Italy. The word sacerdos is also found in these inscriptions, but it is uncertain whether these were identical with the flamines. These municipal priesthoods may be considered as a subordinate part of the main provincial organisation of the worship of Rome and the emperors, and distinct from that of the Divi, which is found in the provinces also (Desjardins, op. cit. 55 f.; [ERROR: no link cross:]FLAMEN).

In the 4th century A.D., after the establishment of Christianity by the state, these titles, under the forms of sacerdotales and flamines perpetui, constantly occur, though their original meaning had vanished; and it is supposed that they indicated some dignity or honorary rank in the Ordo or Senate of a municipium (Desjardins, l. c.); i.e. they are no more than the civil survival of a once living religious organisation. It was in fact in the first three centuries of the Empire that these priesthoods were working realities in the imperial system; and both the nature of the cult and of their duties would enable them easily either to survive as nonreligious titles or to disappear entirely. But the process by which these changes were effected is not yet fully investigated.

3. The priesthoods of the foreign worships introduced in the Empire.
Some reference must be made here, in general terms, to the priests of the foreign worships which found their way to Rome and Italy in the first three centuries of the Empire. In a priesthood are usually found expressed the leading characteristics of a religion, as we have already seen both in Greece and Italy; and the success of a new form of priesthood indicates the presence of a new type of religious feeling. The Roman world, now become cosmopolitan, had outgrown the narrow formulae of the native religion, and the Roman priesthood had become first political, then imperial, in its character. Ever since the attempted introduction of the Bacchic rites in the 2nd century B.C., it had been obvious that there was a growing desire in Italy for some more emotional form of worship, which that priesthood could not supply, and which could not be satisfied even with the continuous invasion of Greek rites under the influence of the Sibylline books and their keepers. The Roman priests had little or no desire or opportunity of inculcating virtue; the notions of sin, penitence, regeneration, brotherhood, were wholly foreign to their worship, or at best were present there in a fossilised form, and had reference to the state rather than the individual. These were exactly the ideas which ruled in the Oriental forms of religion which the Romans met with as their empire extended itself in the East; and these, transported to Italy and even further west, found there a congenial soil. It is the tendency of all such worships to magnify the influence and mystic power of the priesthood; and thus the last type of priest which we find in the ancient world before the final victory of Christianity was, in its relations with individuals, the most powerful and efficacious of all the series. So much was this the case, that the priestly defenders of the old religion against Christianity frequently found it politic to, clothe themselves also with the attributes of one of these more effective priesthoods (Boissier, Religion Romaine, 1.445).

Among these may be mentioned–
1. The priests of Cybele or the Magna Mater, whose worship was introduced as early as 208 B.C., but did not take its most emotional form till the period we are now dealing with [see [ERROR: no link cross:]MEGALESIA]. Of the same character were the famous TAUROBOLIA, where the priest (taurobolus) underwent a baptism in the blood of the victim, the virtue of which he then communicated to others.
2. Another cult in which the priestly power was great was that of the Cappadocian Bellona, who even in republican times had usurped the place and name of an old Italian goddess. The priests and priestesses of this deity walked the city robed in black (Mart. 12.57), wounding themselves as a sacrificial act: ipsi sacerdotes non alieno sed suo cruore sacrificant (Lact. Inst. 1.21, 16; cf. Tibull. 1.6, 45).
3. But the most striking of all these priesthoods was that of Isis and other Egyptian deities, especially noticeable for the important share obtained in it by women (one of the characteristic features of the religion of the age); for the licence practised in its rites, as described by Juvenal (6.522 foll.); and on the other hand for the asceticism it preached, and its doctrines of conviction of sin and the necessity of purification and atonement. There can hardly be a doubt that these priests really believed their initiations and fastings to have a real power of bringing the worshipper nearer to a knowledge of the divine nature, and of leading him ad portum quietis et aram misericordiae (Apul. Met. 11.15); and it is only thus that the marvellous spread of this cult even to the western provinces of the Empire can be accounted for (see Marquardt, 3.77; Boissier, R. R. 1.398, 418). The same tendencies are also seen in the cults of Jupiter of Heliopolis, and especially in that of the Persian sun-god Mithras, so famous in the third and fourth centuries of the Empire. In all the priests are all-powerful and all-persuasive; working privately and independently of the state; having a definite yet mystic doctrine to preach, and preaching it to all comers without respect of persons; and lastly with a graduated process of initiation, amounting to a veritable discipline. As all these features were almost wholly absent from the Roman notion of a priesthood, there arose by degrees and spread over the whole Empire an entirely new idea of the priestly office and its duties; and this, eventually coinciding with the old Roman idea of a state religion, pointed out earlier in this article, paved the way for an official recognition in the fourth century of an organised Christian hierarchy.
